russ feingold remember the real progressive members will tell you harry reid is a liberal guy. he's good. it is not that he doesn't want to open the door for getting things done but he truly is imbedded in this senate culture. >> in this system, this progresses. right? >> folks driving the reform tend to be the younger members. it's just a reality. >> anybody can look at the senate and know that et cetera broken. >> they are in a week position. this is a week position for them. >> for republicans? >> they lost two seats in a cycle where they should have won five or six. >> bill: right. >> a million.4. gerrymanned gerrymannedering is the only reason they kept the house. their marginalization is clear. the only thing they can do is secretly behind closed doors stop things from happening. we complete the cycle of 2012. >> which is why again i don't understand why harry reid doesn't see this is the moment to act on filibuster reform. we will never hadve a better opportunity. lots to cover here you have written recently gnat that the nra -- it's political power ain't all it's cracke

harry reid said yesterday in the "wall street journal," i don't know if this can pass. in the house, it is republican controlled, it is unlikely. you already see the white house kind of shifting their focus away from things like assault weapons bans and policies that strengthen background, maybe some of the policies that there is more bipartisan agreement on because it is going to be tough if you don't know where to start, how do you move it forward? >> bill: i think what they recognize is they cannot count unbelievably so, again after what we've been through in terms of these mass killings in aurora colorado, and newtown connecticut and other places i think you reported yesterday there have been 900 people killed by gunfire? >> it is 33 are killed a day by gunfire. so in the 30 days since aurora, it is 900 if not more who have died since newtown. >> bill: but despite all of that the prospect -- it looks like the congress will still not be willing to act so the focus is shifting to the states where governors are willing to step forward and legislatures, even a republica

reid in the senate is sounding pretty tepid about these right now and letting his lieutenants chuck schumer from new york and feinstein take the lead on this does not bode well for this legislation in the senate. >> bill: the one measure that most people believe is the most important and may be the most politically possible, i guess is the universal background check. the assault weapons ban is important. the high-capacity magazines important. but it's hard to argue that if you have a criminal background check required at a gun dealer, you would not do the same at a gun show. maybe that's the one thing that can get through. >> right now that does seem like it's the provision that has the most support on the hill. that as well as a lot of these mental health traditions that the president has put forth. you might see a little bit more agreement in those areas but i think what we saw yesterday from the republican side was definitely digging in when it came to the assault weapons and other parts of this proposal. >> bill: you know, it is also interesting suddenly that immigration reform

jay carney was asked yesterday, even harry reid and all of these other people are saying it's going to be impossible to get that through the house. carney's response was, we are not looking at whether or not it's politically feasible or not. we are looking at whether it's the right thing to do for it. we are going to push for it. we are going to fight for it even if we don't get it done which i think that's what the american people want. the president's package will also include a ban. we are not sure whether it's 10 bullet did or seven or whatever on the high capacity magazines. it will include some crackdown. this probably by executive order on gun traffic trafficking in guns increasing the penalties on that. maybe it's a combination. we haven't all of the recommendations. there are certain things the justice department can do in terms of more aggressive enforcement. we are also told that the president's list of recommendations will include 19 things that he can and will do by executive order including more research into gun violence more training, more funds available for training o

as is tradition, he was using several different pens and when senator harry reid went to pick up one as a mow moan toe, he asked him to put it down. he said here, he took a pen out from his jacket pocket and gave it to his senate majority leader and went off to lunch. >> bill: i'm sure harry has a collection of pens he's stolen from presidents. i don't know where to start. yesterday, as we said, just being up there so close and being part of that, in effect, being part of that ceremony. it was so exciting to be there. and to see it all unfolded. such a simple ceremony. very direct. not like a lot of royalty. people aren't dressed up in robes and that kind of stuff. and yet so sort of reflecting if you will, the common man. sense of who we are as americans was that -- with the whole ceremony. and it all led up to, of course, the most important part, the taking of the oath of office by the president given again by chief justice john roberts. >> i barack obama does solemnly swear. >> that i will faithfully execute. >> that i will faithfully execute. >> the office of president of the uni
